As you may know, COPPA is an act, which was created to protect children's privacy online. All American websites are required to follow it (disallow creation of user accounts by children under 13).

Many users think that because it is in Wikia's Terms of Use, we have to keep that in our policy, and block all users who are under thirteen years of age. This is not the truth, because, for example, if a ten year old creates an account, then the ten year old isn't breaking a law. Wikia is breaking a law if they find out about it and just let them be. And we are not an independent American website, we are part of Wikia, which doesn't mean we have to block users for breaking Wikia's Terms of Use. So, we don't have to keep that part in our policy, anyone is free to create a vote on the Vote Page to remove it — just please ask an administrator to confirm it. Us blocking users who admit to be under 13 isn't COPPA's fault.
